Industrial Loans

Industrial loans may be granted to an operator of an essential industry or enterprise exclusively for the following purposes:

Expenses for labor in connection with the manufacture of goods which are in demand and readily saleable, or have quick turnover, considered necessities or semi-necessities, (see definition in preceding sub-section, under commercial credit, of commodities/goods considered necessities or semi-necessities).
Purchase of raw materials for the manufacture and processing of goods which are in demand and readily saleable, or have quick turnover, and goods that are considered necessities or semi-necessities.
Marketing of goods manufactured or processed mentioned above.
Small and Medium Enterprises Loans - This refers to the amortized cost of loans granted to any business activity or enterprises engaged in industry, agribusiness and/or services, whether single proprietorship, cooperative, partnership or corporation;

(i) whose total assets, inclusive of those arising from loans but exclusive of the land on which the particular business entity’s office, plant and equipment are situated, must have a value falling under the following categories(with total Assets of ): Micro : up to P3,000,000 Small : P3,000,001 - P15,000,000 Medium : P15,000,001 - P100,000,000 In generic sense, all enterprises with total assets of more than P100 million shall be called large enterprises.

(ii) duly registered with the appropriate agencies presently provided by law: Provided, That in the case of microenterprises as defined herein, registration with the Office of the Municipal or City Treasurer shall be deemed sufficient compliance with this requirement;

(iii) 100 percent owned and capitalized by Filipino citizens if a single proprietorship or partnership. If the enterprise is a corporation, at least 60 percent of its capital or outstanding stocks must be owned by Filipino citizens;

(iv) a business activity within the major sectors of the economy, namely: industry, services, including the practice of one’s profession, the operation of tourism related establishments and agri-business, which for this purpose refers to any business activity involving the manufacturing, processing and/or production of agricultural produce, excluding farm level agricultural/ crop production;

(v) it must not be a branch, subsidiary or division of a large scale enterprise nor may its policies be determined by a large scale enterprise, or by persons who are not owners or employers of the enterprises.
